Division: Federal Job Status: Full-Time Salary Range: $60k to $90k, commensurate with experience, plus competitive benefits. Location: Texas or Philadelphia, PA Metropolitan Area Stell Environmental Enterprises, Inc. is a rapidly-growing, fast-paced, entrepreneurial small business that provides environmental compliance audits and assessments, permitting, investigation, planning, and engineering services nationwide to federal and state clients. We are seeking an experienced project manager to lead federal projects. The ideal candidate will have substantial experience managing projects for U.S. Army Corps of Engineers and other federal agencies.
Job Description and Requirements: BS / BA in environmental engineering, science, or related discipline. MS a plus. 10+ years of directly-related technical and project management experience. Current PE or PG license. PMP and OSHA 40-hour HAZWOPER training certification a plus. Requirements: (1) excellent writing and oral communication skills; (2) successfully partner with clients and regulatory agencies; (3) supervise and mentor technical staff; (4) perform and supervise field investigations and sampling; (5) develop, review, and produce task order proposals, planning, documents, progress reports, and project deliverables; (6) monitor and conform to budget, schedule, and performance goals; (7) select and manage subcontractors; (8) participate in all project tasks ranging from scoping and historical research to data analysis and report preparation; and (9) ensure technical quality and safety in all aspects of job performance. Knowledge and skills: (1) NEPA, CERCLA, RCRA, and other relevant federal and state regulations and guidance; (2) MS Office Suite including MS Project; (3) CPFF, T&M, FFP, and PB contracting; (4) cost estimating, resource loaded scheduling, EV analysis; (5) environmental assessments, permitting, and compliance auditing; (6) sampling and analysis protocols, subcontractor scope writing, (7) site characterization, remedial investigation and alternatives development, innovative remedial technologies; and (8) H&S and QA/QC processes and protocols.
This is a critical supervisory position that reports to the Federal Program Manager. The successful candidate will interface directly with clients, stakeholders, team members, and subcontractors. A high-degree of professionalism and competence in project delivery is essential for success. Project-related travel will be required. |

The ideal candidate will have field and office experience supporting projects for U.S. Army Corps of Engineers and other federal agencies.

Positions require strong writing and effective communications skills and ability to complete all delegated tasks within a specified timeline as required by customer. The successful candidate will provide energy management professional services to the 99th Regional Support Command (RSC) Directorate of Public Works at Fort Dix, New Jersey.
