Stell Environmental Enterprises, Inc. is part of the team completing the Flight 93 National Memorial Transportation Corridor Planning Study. The project team is working with communities to preserve and enhance the transportation corridor and gateway areas associated with important historic sites, heritage areas, National Parks and Monuments, scenic byways, scenic rivers, cities, small towns, and rural areas. The project included conducting a transportation and land use study of the eighteen mile corridor leading to the United Airlines Flight 93 crash site in Shanksville, Pennsylvania, to explore and develop methods to decrease undesirable changes in the landscape due to the increase in visitors to the site, and to lessen the impact of the more than 100,000 additional automobiles traveling the corridor to reach the Memorial. A collaborative process was developed by creating a citizen’s advisory committee to help guide the public participation strategy. Key person interviews will be conducted to help identify the issues and the right type of people to include on the committee. A series of five citizen’s advisory committee meetings and two additional public meetings were held to identify and convey the visions and goals for the project. A project web site was developed to help with communication among advisory committee members and the interested citizens and groups. Additional techniques to help the public understand the transportation and planning issues and get engaged in the planning process will include exhibits at local fairs/events, community transportation planning charrettes, and presentation to local groups. Environmental conditions and land use existing along the transportation corridor were assessed to locate areas that were either highly constrained or legally limited related to development activities. Natural and cultural resources the community desired to protect were also identified. These assets were determined using GIS technology and through the public participation process. Recommendations regarding future land use planning and economic development initiatives were developed to guide growth and manage traffic along the routes that lead to the Flight 93 crash site Memorial. Strategies were developed to implement the recommendations of the plan. |
