Project Description

The Salmon River Road Project was a reconstruction of a ten mile road segment along a Wild and Scenic segment of the Salmon River and within the Nez Perce National Forest in Riggins, Idaho.  The project was a cooperative effort of the Federal Highway Administration, the U.S. Forest Service, the Idaho Department of Transportation and Idaho County.  The project addressed the transportation needs of the area.

The project study area presented challenges including Wild and Scenic river impacts, wildlife and fisheries impacts, historic resources, and economic and recreational impacts to the local economy.  The Salmon River is highly utilized for river rafting, jetboating, fishing, and other recreational purposes.

SEE staff provided environmental project management and ensured compliance with NEPA throughout the project.  This included development of NEPA documentation, coordinating public involvement activities, and acquisition of all environmental permits. Public involvement activities included several public meetings, as well as door-to-door activities because of the rural nature of the project area.  Due to the sensitivity of the project area, extensive coordination with federal, state and local agencies such as the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, National Marine Fisheries Services and the State Historic Preservation Office was also an essential element of the project.
